Letter to the Editor: What's Next? A Tree
Tax? (3/23/06) On behalf of our Comal County Commissioners Court, we
wish to provide some clarifying comments to the Letter to
the Editor of Mar 23, "What's Next? A Tree Tax?" The
increase in the county property tax rate of 2 cents (per
hundred dollars of assessed property value) for 2005 was
predominantly our attempt to recover $7 million of expenses
due to the horrendous floods that we sustained in 1998 and
2002. Those costs obviously were not programmed in our
budgets and dollars needed to be withdrawn from our reserve
account to pay our bills. Comal County has never operated
with a negative fund balance, ie, "in the red", as that is
against state law; local governments must operate with a
balanced budget! Finally, our residents should know that
there is a very distinct separation of responsibility
between our commissioners court and the Comal Appraisal
District (CAD). Commissioners Court is solely responsible
for determining the county property tax rate each year;
however, we have absolutely no responsibility for the
determination of the appraisal values of properties in our
county. That latter responsibility is accomplished by the
CAD which like all appraisal districts is a State agency
with no affiliation with commissioners courts in any county.
